Scope of work included interaction with stakeholders (federal, state & local agencies and non-government organizations), and conceptual design. The conceptual design incorporated adding a new power generating feature onto the existing Wickiup Dam. The proposed major features in the conceptual design include: penstock, powerhouse, picket barrier tailrace screen, 7 MW Kaplan turbine/generator, and 9 miles power line.

The proposed major features in the conceptual design include: a forebay, powerhouse, inflateable rubber dam, turbine/generator, and canal intake structures with fish screens.
